It sounds like you have multiple popup blockers and/or firewalls installed.

You need to Permit access to myUSI‘s web address (www.usieagles.org) in each of them.

This myUSI FAQ article might help. When you are done, you will probably need to clear your web browser’s cache (or offline files) and cookies. Then close your browser and then restart it and try again.
